Start with a small project There is no magic number of hours that you need.
A small project is usually enough to create something useful.
I personally recommend about 1-2 hours a day.

You can also create a youtube channel where you can upload videos.
If your website is just your homepage, I recommend using an image hosting service like Dreamhost.
You don’t need to pay for hosting.
I recommend you to get a cheap domain name like .net.
